Support at Home Frequently Asked Questions

Change in aged care can sometimes feel overwhelming, especially when it affects the support you or a loved one rely on every day. With the new Support at Home program launching on 1 July 2025, many families are asking: What does this mean for us?

We’ve created this easy-to-follow FAQ guide to help you understand what’s changing, what’s staying the same, and how you can get the most from your home care, aged care, or NDIS support under the new system.

What is the Support at Home program?

Support at Home is a new initiative from the Australian Government designed to simplify and improve in-home aged care services. It will replace the existing Home Care Packages (HCP) and Short-Term Restorative Care (STRC) programs.

The goal? To offer more personalised, timely, and effective support so that older Australians can live independently at home for as long as possible.

Who is eligible for Support at Home?

If you are:

  • 65 years or older
  • 50 years or older for Aboriginal or Torres Strait Islander people
  • Or aged 50+ and at risk of homelessness

You may be eligible for assessment through the new Single Assessment System. This system helps determine what kind of support you need, whether it’s everyday help, clinical care, or home modifications.

Will I need to apply again if I already receive a Home Care Package?

No need to worry, if you’re already receiving an HCP, you’ll automatically be transitioned into the new Support at Home system. You’ll be allocated a budget that’s equal to your current package level, with no re-assessment required unless your needs change.

What kinds of services are covered?

Here’s a quick look at the services you can access through Support at Home:

  • Clinical care (nursing, allied health)
  • Independence support (personal care, mobility aids, assistive tech)
  • Everyday living (meal preparation, domestic help, gardening, transport)

The exact services will depend on your approved support plan, which is developed during your assessment.

How much funding is available?

The new system introduces 8 funding levels, with the highest providing up to $78,000 annually, a significant increase from the current $61,000 cap.

Plus, if you’re eligible, you could also receive:

  • $25,000 for End-of-Life Care (over 3 months)


Up to $15,000 for Assistive Technology or Home Modifications

How does payment and budgeting work?

Funding will be provided quarterly, and you’ll be able to carry over unspent funds (up to 10% or $1,000) to the next quarter. Services are paid after delivery, and you’ll receive monthly statements so you can keep track of spending.

Will I need to contribute to the cost?

Yes, but only based on what services you use and your financial situation.

  • Clinical services are fully funded by the government (no out-of-pocket).
  • Independence services may require a small co-payment.
  • Everyday living services (like cleaning or meal delivery) have a higher contribution rate.


Full pensioners will pay the least, while self-funded retirees without a Commonwealth Seniors Health Card may pay more.

Did you know? If you're already receiving a package before September 2024, don’t stress, the “no worse off” rule applies. That means you’ll pay the same or even less than you do now.

Can I choose who provides my care?

Yes! You can continue to choose your preferred home care provider or aged care agency. Under the new single provider model, one provider will manage your services, but if you’d like to involve other providers, that’s also possible with support and agreement.

And if you’re more hands-on, you may also choose to self-manage your care, giving you even more flexibility and control.

What if I need home modifications or special equipment?

The new Assistive Technology and Home Modifications Scheme (AT-HM) makes it easier than ever to get what you need, with upfront funding and a list of approved items like:

  • Walking frames
  • Shower rails
  • Ramps
  • Communication devices
  • Kitchen aids


No more waiting months or saving up from your budget, you’ll get what you need, when you need it.

What about end-of-life care?

This is a sensitive but important question. The End-of-Life Pathway offers up to $25,000 in additional support over three months, helping older Australians spend their final days in the comfort of their own home, surrounded by loved ones.
